What we gained, what we lost, and what we owe ourselves in 2026

A year-end ledger is supposed to be tidy. You total the columns, reconcile the numbers, and close the books.

But autonomy does not behave like a neat account. It is not a personal possession we either have or do not have. It is a condition of life, shaped by the systems we live inside: the design of platforms, the incentives of digital markets, the norms of online culture, the credibility of public institutions, and the extent to which law can still bite when harms scale.

In 2025, the autonomy ledger moved in two directions at once.

On the one hand, the architecture of influence became more intimate and more ambient. The most consequential incursions into autonomy were often small, cumulative, and hard to name: subtle emotional steering, engineered friction, and trust cues that no longer deserve trust.

On the other, regulators began, at least in parts of Europe, to shift from principles to penalties. The year ended with a new kind of signal: not another speech about safety, but concrete enforcement. Yet it also ended with a counter-signal: a growing political appetite for “simplification” that risks being read by industry as permission to slow-walk or dilute hard obligations.

So, what does the autonomy ledger for 2025 actually show?

What we mean by autonomy in 2025

Autonomy is often reduced to “choice”, clicking yes or no, accepting or rejecting terms. That definition is too thin for the digital age.

In practice, autonomy has at least three layers:

  1. Mental autonomy: the capacity to think, attend, and decide without covert manipulation or continual emotional provocation.

  2. Relational autonomy: the ability to form relationships, identity, intimacy, and self-understanding without being coerced, commodified, or impersonated.

  3. Civic autonomy: the collective conditions that make self-government possible, including a functioning epistemic environment, credible institutions, and a public sphere not engineered for polarisation and cynicism.

When autonomy erodes, democracy does not fail overnight. It degrades gradually, through exhaustion, distrust, and resignation. People do not stop voting because they became irrational, they stop because they no longer believe choice matters.

With that in mind, here is a clear-eyed year-end ledger.

The debits: where autonomy quietly bled in 2025

1) Synthetic reality became a background condition

Deepfakes are not only about deception. They are about uncertainty.

The most corrosive effect of synthetic media is not that people believe a false video. It is that people begin to doubt genuine evidence, dismiss real accountability as “probably AI”, and retreat into tribal trust rather than shared verification. This is the autonomy harm that sits behind the information crisis: when we cannot know together, we cannot choose together.

For democracy, this is not a niche media problem. It is the undermining of public reason itself.

2) Non-consensual synthetic sexual imagery hardened into a system of coercion

A particularly brutal autonomy harm is now familiar: the weaponisation of sexuality through synthetic imagery. The point is often not only humiliation, but control. It functions as a modern form of reputational coercion that narrows life choices: who can run for office, who can take a public role, who can speak online without fear.

That is a democratic harm, not just a personal one. The silencing effect is structural.

3) Emotional optimisation matured into something more than “dark patterns”

In 2025, the most effective influence techniques were often not logical persuasion. They were mood engineering.

When systems can infer emotional states, experiment continuously, and adapt in real time, autonomy is not merely nudged. It is shaped upstream, before reflective choice even begins. The decision-making environment becomes an engineered atmosphere: more agitation, more urgency, more reward loops, less stillness.

The political implications are obvious. Democracies rely on citizens who can pause, deliberate, and resist manipulation. A population kept in chronic emotional churn is easier to steer.

4) Trust infrastructure became unstable

The digital world runs on signals: verified badges, familiar UI patterns, authoritative formats, “official” looking posts, and platform cues that imply credibility.

When trust signals are easy to buy, easy to mimic, or designed in ways that mislead, autonomy collapses into guesswork. People either become hyper-sceptical, refusing to believe anything, or they outsource discernment to the loudest voice and the most viral clip.

Neither is a free choice. Both are symptoms of trust breakdown.

5) Delegated agency expanded faster than accountability

2025 brought more tools that promise to act on our behalf: agents that draft, book, recommend, negotiate, and decide. Delegation is not automatically harmful. Done well, it can enhance autonomy by reducing cognitive load.

But in the absence of transparency and responsibility, delegation becomes displacement. When systems act, and no one can clearly explain why, autonomy is hollowed out in two directions: individuals lose meaningful control, and society loses clear lines of accountability.

That is where democratic institutions struggle most: not with technology itself, but with responsibility gaps.

6) Children remained at the sharp end of the attention economy

There is no honest autonomy ledger that does not confront childhood.

Many digital environments still treat young people as an optimisation surface: attention extraction, emotional provocation, and algorithmic social comparison. Even where “safety” is invoked, the actual design conditions that amplify vulnerability often remain.

A society that cannot protect the developing autonomy of children will not easily sustain the mature autonomy of citizens.

The credits: where autonomy gained leverage in 2025

1) The era of “principles only” began to end

A decisive 2025 shift was the move from regulatory aspiration to enforcement.

Late in the year, the European Commission issued a major fine under the Digital Services Act, centred on transparency failures, deceptive design, ad repository weaknesses, and barriers to researcher access. This matters not because of one platform, but because it signals that the EU is willing to treat transparency and systemic-risk governance as real obligations, not branding.

In autonomy terms, enforcement changes the incentive structure. It begins to make manipulation costly.

2) Researcher access moved from theory to operational detail

A key barrier to democratic accountability is that platform systems are not inspectable. If harms are systemic, independent scrutiny is not optional.

In 2025, the EU took a concrete step by adopting rules to operationalise researcher data access under the DSA. This is not a technical footnote. It is part of the democratic infrastructure required for oversight. Without evidence, the public sphere remains dependent on corporate self-reporting.

3) Online safety enforcement started to look real in the UK

Whatever one thinks of the UK model, 2025 saw the beginning of credible child-protection enforcement under the Online Safety Act, including substantial penalties for failures to implement robust age checks on adult sites.

From an autonomy lens, the lesson is not “more surveillance”. The lesson is that states are beginning to treat design and governance duties as enforceable, rather than aspirational.

The challenge for 2026 is to do this without building permanent identity gates into everyday life.

4) Europe’s AI governance ecosystem continued to harden

The AI Act entered into force in 2024, but its long implementation timeline makes 2025 a bridging year: the year where institutions, standards, and enforcement capacity begin to matter more than headline adoption.

Alongside this, the Council of Europe’s AI Framework Convention continued to consolidate an international human-rights framing for AI as a democracy and rule-of-law issue, not only a market issue.

The autonomy credit here is conceptual as well as legal. It strengthens the idea that psychological integrity, freedom of thought, dignity, and democratic resilience are legitimate regulatory objectives, not vague ethics rhetoric.

5) Autonomy literacy began to emerge as a serious public need

A quiet but important cultural shift in 2025 was the recognition that digital harms are not only technical risks. They are civic risks.

When people begin to name manipulation, recognise emotional steering, understand synthetic media, and demand meaningful choice, the centre of gravity changes. Autonomy literacy is not individual responsibility rhetoric. It is the social skill that makes democratic self-government possible under modern conditions of influence.

The contested entries: the fight over “simplification”

If 2025 delivered enforcement signals, it also delivered a political signal that should not be ignored.

In November 2025, the Commission proposed a “Digital Omnibus” package framed as targeted simplification, including measures affecting the AI Act’s implementation and related elements of the EU digital rulebook. Reporting and commentary emphasised that some proposals would delay high-risk AI obligations and potentially re-open questions about data protection baselines.

This is where the autonomy ledger becomes fragile.

Simplification can be legitimate when it removes redundant paperwork and improves enforceability. But simplification becomes a democratic problem when it is interpreted as retreat from hard constraints on manipulation, profiling, and opaque automated decision-making.

The question for 2026 is simple: will Europe’s digital governance mature into real oversight, or wobble under pressure into watered-down compliance theatre?

Closing the books: the balance carried forward to 2026

A ledger is not a moral panic. It is a reckoning.

The overall picture of 2025 is this: autonomy harms became more ambient and more personal, while regulatory capacity began to sharpen, but under political strain.

If we want 2026 to move the balance in the right direction, five commitments belong on the first page of the new ledger:

  1. Treat manipulation as a governance issue, not a user problem.
    Autonomy cannot be protected by telling individuals to “be careful” inside systems designed to exploit vulnerability.

  2. Build remedy pathways that work for victims.
    In cases like non-consensual synthetic imagery, the ethical test is not how fast we can debate definitions. It is how fast people can get content removed, identities protected, and accountability imposed.

  3. Stabilise trust infrastructure.
    Democracies cannot function on viral credibility alone. Provenance tools, platform transparency, and enforceable standards for trust signals are now part of civic security.

  4. Make oversight inspectable.
    Data access, auditing, and independent scrutiny are democracy tools. Without them, we are regulating in the dark.

  5. Invest in autonomy literacy as democratic resilience.
    Not as a substitute for regulation, but as the cultural capability that allows regulation to succeed.

Because autonomy is not only about what we choose. It is about whether our environment still allows choice to mean anything.
